The engineer, Moacir M F. Silva, upon mentioning the definitions of cities summarized by P. Lavedan, in his Geographie des Villes, and the official Brazilian definition (Resolution n° 99 of the National Council of Geography dated July 25th, 1941), brings out the still weak urbanization of the Brazilian population (31 %); he establishes the concepts of a large city and a small city; h e recalls the criteria that must be adopted in order to classify cities and he gives preference to absolute population, which he judges superior to a city population density graph. He proposes finally the following classification for Brazilian cities:
→ A) Large cities: I) more than 1,000,000 inhabitants; II) from 500,000 to 1,000,GOO; III) from 250,000 to 500,000.
→ B) Medium cities: IV) from 100,000 to 250,000 inhabitants; V) from 50,000 to 100,000.
→ C) Small cities: VI) less than 50,000 inhabitants.
He then places each Brazilian city into one of those six classes, according to the municipal population census of 1940.
