O planejamento regional do Nordeste brasileiro e o papel da SUDENE

Abstract

Como resultado de vasto processo de organização de forças sociais, em torno da afirmação de um Projeto de Desenvolvimento do Nordeste, a SUDENE tem sido a expressão mais notáve1 do planejamento regional nesta parte do Brasil. Na sua evolução histórica, podem ser identificadas três grandes fases: a do ideal (fase dos Planos Diretores, 1960-70), com pretensão de garantir expressiva independência regional e autonomia institucional); a do real (fase dos Planos Nacionais de Desenvolvimento, 1971-84, consolidando a dependência do Nordeste em relação às regiões brasileiras economicamente mais dinâmicas e levando à subordinação institucional da SUDENE ao Ministério do Interior); e a do possível (a partir de 1985, fase da Politica de Desenvolvimento do Nordeste, concebida na perspectiva da interdependência regional e da autêntica vinculação da instituição ao aparato do Governo Federal). Nesta última fase, a viabilidade de um revigoramento da SUDENE e de um novo projeto de Nordeste - integrante de um amplo Projeto Nacional, tecido em função de novos desafios sociais, econômicos e políticos da região e do país e sustentado por uma grande participação social - depende de certas condiç6es concretas de superação da atual “crise do Estado e da região.”

As result of a vast organizational process of social forces around the assertion of a Development Project for the Northeast, SUDENE has held the most notable expression of regional planning in this part of Brazil. lts historical evolution may be identified by three main phases: the idealistic (involving the Master Plans, from 1960 to 1970, which pretended to ensure expressive regional independence and institutional autonomy); the realistic (brought about by the National Development Plans, from 1971 to 1984, which consolidated the Northeast's dependency to other more economically dynamic Brazilian regions and induced SUDENE's institutional subordination to the Ministry of the Interior); and the feasible (as of 1985, phase of the Northeast Development Policy, conceived within regional interdependence perspective and the authentic vinculation of the institution to the Federal Government). In this last phase, the viability for the strengthening of SUDENE and of a new Northeast Project - integrating an extensive National Project, designed to meet new regional and national, social, economic, and political challenges, and sustained by an ample social participation - depends on certain positive conditions in overcoming current State and Regional crisis.
