Abstract:

The increasing role of the State in urban areas raises the question: Who is receiving the benefits of these State actions and who is paying their costs? The principal objectives o f this paper are (1) to explore the causal relationships among the variables determining who appropriates the net benefits of State actions, and (2) to show how factorial ecology studies in their actual or modified form might be used in the study of this appropriation. Two main strategies are suggested for accomplishing this second objective: (1) the use of the social areas defined in traditional factorial ecology studies as spatial units of analysis in the study of the distribution of the net benefits of State actions, and (2) the integration of social indicators of these benefits as variables in the factorial ecology studies.
